I was doing some
more research on
William Cohen that
was triggered by a
Brasscheck video
concerning
Bloomberg's FOIA
requests on the
Pentagon missing
trillions that were
announced on
September 10, 2001.
I consider Cohen to
be the head of Al
Qaeda - or if not
that, then at
least it's premier
general. And for
the record, the real
Al Qaeda as I'm
finding it has
nothing to do with
the Middle East.
It's homegrown.
I haven't documented
everything on Cohen
yet, but if you
follow his career,
you find that he
wrote the DOD
procurement
legislation and then
Clinton appointed
him to be the
Secretary of Defense
to implement the
provisions of the
legislation which
included
modification of the
DOD computer systems
to allow easier
procurement for the
vendors - kind of
write your own check
system.

President Clinton nominated Cohen for Secretary of Defense after Secretary Perry’s announcement that he would retire from the position in 1996 because Clinton perceived the need for bipartisan support for the men and women serving in the military. As a Republican in a Democratic administration, Cohen brought with him to the position the respect he had garnered during a congressional career of supporting a nonpartisan national security policy. A moderate Republican, he served on both the Senate Armed Services and Governmental Affairs Committees from 1979 to 1997 and was a member of the Senate Committee on Intelligence, 1983-91 and 1995-97. He participated in the drafting of several important laws related to defense matters, including the Competition in Contracting Act (1984), the GI Bill (1984), the Goldwater-Nichols Defense Reorganization Act (1986), the Intelligence Oversight Reform Act (1991), and the Federal Acquisition Reform Act (1996). Significant events in U.S. defense history during Cohen’s tenure as Secretary of Defense included the terrorist bombing of the destroyer USS Cole in Aden, Yemen; the largest defense spending increase in 15 years; salary and housing improvements for military personnel; institution of harassment training to protect homosexuals in the military; a successful air campaign in Kosovo; NATO enlargement with three new democracies; reduced nuclear weapons in Russia; and military to military ties with China. While Secretary, Cohen achieved a smooth transition for potential computer problems at the turn of the millennium and led the move toward a high tech digital and paperless Pentagon. Cohen also accomplished the creation of the Joint Forces Command for foreign threats and the Joint Task Force for Civil Support to create a state of readiness in homeland defense for domestic threats such as terrorism. As he left office, Cohen cautioned that Russia, China, asymmetric warfare, and weapons of mass destruction were issues likely to confront incoming Bush administration national security officials.
The above statement is why I'm sending this email out now rather than finishing my research on Cohen. We need to have more researchers working on this.

The National Defense
Authorization Act
for FY 1997 contains
an amendment
allowing for what is
now referred to as

Nunn-Lugar-Domenici
Domestic
Preparedness
Program. This
amendment provided
the legislative
basis and financial
support for
first-responder
training in a WMD
emergency.
Training
first-responders
began in FY 1997,
and has been
successful in
training
firefighters,
police, and EMTs in
120 of the largest
cities in the
country. It has now
expanded to include
a mixture of 157
cities and counties.
More than 20,000
first responders
have been trained
and over 75 cities
have completed these
Army-run training
programs.
Since the Department
of Justice (DoJ) is
responsible for
domestic law
enforcement and some
aspects of emergency
management, the
Domestic
Preparedness Program
will eventually fall
under the auspices
of the DoJ.
As part of this program, the Public Health Service has also created Metropolitan Medical Strike Teams, or MMST, in each of the cities designated in the Nunn-Lugar-Domenici Amendment. At least 47 cities have MMST in place that will respond at the request of local authorities. The focus of the MMST is mass medical care and mass decontamination measures. These 129-person teams facilitate coordination among area medical facilities and help ensure maximum utility from medical supplies and stockpiles. Each team is divided into three groups which consist of physicians, nurses, paramedics, EMTs, HAZMAT technicians, and law enforcement officers.
The significance of that is to be found in the details of 9-11. FEMA arrived in New York on September 10, 2001 for a biohazard drill. That's just a hint.
Al Qaeda are what you might call "embeds" into the first responder network - which includes not only military, private sector but also volunteers.
Al Qaeda is being used to create "terrorist" events which serve to provide the justification for the technology surveillance and control systems that are being implemented. Besides the Fusion Centers that have a law enforcement face - with parallel miliary systems, there are other control system that are being implemented - including the school-workforce system that will serve to control the economic lives citizens cradle-to-grave once it's fully implemented.
Who better to create terrorist events than the people who respond to them? It's like the fire figher who is a pyromaniac.

I've been following the smoke and yesterday when I was updating my webpage on the history of the nationalized medical records, I found something I had previously missed, Richard Carmona - the man Bush selected to be Surgeon General. The Surgeon General is the head of the Public Health Service.
Richard Carmona is a JDLR - just doesn't look right. After looking at his background some, I did what I always do when I'm thinking - I do a webpage on what I feel.

Entrepreneurial organizations have flourished since the Clinton administration came to power in the early 1990s with its goal of remaking government in the image of business. “Intrapreneurs” — employees creating businesses within their agencies — found myriad ways to answer the call for businesslike government. The resulting “government businesses” have taken varying shapes depending on their parent departments and the laws and regulations covering them, among other factors.
Page 9 Unbeknownst to most American taxpayers and to many federal employees, the government is growing its own businesses. Entrepreneurial outposts are taking root inside federal agencies in the fertile soil of management reform, new purchasing rules, downsizing, and performance pressure. Government’s business people are shaking off the shackles of limited congressional appropriations and staving off job threats using money they earn selling services within their own and other agencies. As in the early days of American capitalism, success in this new bureaucratic business world often goes to the entrepreneur who gets there first. Some craft new contracts to provide computer equipment and services that every agency wants. Others benchmark against the best private-sector administrative service providers. A few are selling their personal expertise. But no matter how they operate, government’s business people are ahead of the pack in taking advantage of fast-paced changes in regulations, laws, and government culture.
Think about that - Government as a Business - or more accurately, business pretending to be a government - which is what 'market-based governance' is all about. And it's why I've been trying to sound the alarm on the Human Resource Management computer system - CRADLE-TO-GRAVE management of people. The government developed the system - and then they put a private sector mask over it.
