Many people hear that the United Nations is a "menace" to our American =

way of life, but that is often said in the heat of rhetoric and =

generally is not accompanied by facts. The information below should =

"FACT LIST"

FACT # 1

Alan Cranston was the president of the United World

Federalists from 1949-51, and he helped convince 111

members of the House of Representatives and 22 members

of the Senate (along with 25 State Legislatures) to

"sponsor" resolutions designed to initiate executive action

to completely disarm the world and open Article 109 of the UN

Charter and transform the United Nations into a world federation

with the powers to enact, interpret, and enforce world law.

RELEVANCE:

Today, Alan Cranston is the Chairman of the Board of the

Gorbachev Foundation USA. In May of 1992, Gorbachev called

for a world government. (May 7, 1992, L.A. Times)

FACT #2

Article 109 of the UN Charter allows 2/3 of the

General-Assembly and 8 members of the Security Council

to hold a Charter review conference (world constitutional

convention.)

RELEVANCE:

During the Cold War, Article 109 was never opened because

of the bipolar stand-off between the EAST-WEST. Today, this

rivalry has been considered deceased.

FACT # 3

In 1950, the Committee on Foreign Relations REFUSED

to allow these resolutions out of committee. (Cold War)

FACT # 4

Sen. John W. Bricker introduced SJR 102 in 1951 that

eventually evolved into S.J.R. 1 in 1954, in order to

safeguard the Constitution from proponents of world government

who planned on utilizing treaty and executive power to form

a world federation. Here is the text of S.J.R. 1:

 

Section 1. A provison of a treaty which denies or abridges any

right enumerated in this Constitution shall not be

of any force or effect.

Section 2. No treaty shall authorize or permit any foreign power or

any international organization to supervise, >

control, or adjudicate rights of citizens of the United

States within the United States enumerated in this

Constitution or any other matter essentially within

the domestic jurisdiction of the United States.

Section 3. A treaty shall become effective as internal law only

through the enactment of appropriate legislation by the Congress.

Section 4. All executive or other agreements between the President

and any international organization, foreign power, or official

thereof shall be made only in the manner and to the extent to

be prescribed by law. Such agreements shall be made only in

the manner and to the extent to be prescribed by law.

RELEVANCE:

If S.J.R. 1 amended the U.S. Constitution in 1954, the U.S.

Congress could not have surrendered a portion of our sovereignty

to the World Trade Organization. S.J.R. 1 was defeated in 1954

along with the "George" resolution that failed by only 1 vote!

FACT # 5

In 1961, President Kennedy called for the complete disarmament

of the world and the establishment of the international

machinery to create a just and lasting peace throught the rule

of law in front of the General-Assembly.

FACT # 6

Department of State Publication 7277 was released in 1961

after President Kennedy's speech and offered a 3 step plan

for the complete disarmament of the world.

FACT # 7

In 1972, around 160 members of the House of Representatives

and around 69 Senators co-sponsored (HCR 258--introduced

by Congressman Hungate/SCR 45--introduced by Sen. Alan

Cranston) resolutions designed to create and Commission

on U.S. participation in the UN and called for article 109

to be opened before 1974. (Rep. Dellums and former Speaker

of the House Foley were sponsors.)

Rep. Hungate tried again in 1975 with H. Con. Res 206. This

time, Luther Evans (former Director of the U.S. Commission

to UNESCO) testified as president of the World Federalists

USA.

On OCTOBER 24, 1994, the Subcommittee on International

Security, International Organizations and Human Rights of the

Committee on Foreign Affairs conducted the "United Nations at

50" hearing and invited Tad Daley (Campaign for a New UN

Charter to testify and he advocated the use of ARTICLE 109)

RELEVANCE:

The key organizer for this hearing was George Shultz (Chairman

of the Board of Advisor, Gorbachev Foundation USA). Shultz

recommended that Ernst Haas, Professor Smith, and Tad Daley

testify. This means that the Gorbachev Foundation has direct

access to the U.S. Congress.

1) According to Tad Daley, in the spring of 1993, the

Americans Talk Issues Foundation conducted a poll

and found that 62% of Americans would support a U.S. role

in a world conference to review the UN Charter.

2) According to Tad Daley, Robert McNamara and Jimmy Carter

have endorsed the Commission on Global Governance.

Today, George Shultz, Alan Cranston, Sen. Dick Clark, Sen.

Gary Hart, Rep. Mel Levine, Sen. Charles Mathias, and Sen.

Nagle are advisors for the Gorbachev Foundation.

Our own government is surrendering power to the UN.

The U.S. government is officially committed to a comprehensive

disarmament program that calls for disarming all nations while arming

the U.N. The program was originally submitted to the UN in 1961 as

Freedom From War: The United States Program For General and Complete

Disarmament in a Peaceful World. The final stage of the three-stage

program states that disarmament "would proceed to a point where no state

would have the military power to challenge the progressively

strengthened U.N. Peace Force." Now called Blueprint for the Peace Race,

the program has never been formally withdrawn.

President George Bush has already used the U.S. Military improperly for

UN objectives. He sent troops to the Persian Gulf in 1990 to enforce UN

sanctions against Iraq. When Iraq resisted, he went FIRST to the U.N.

Security Council, NOT to the United States Congress, for the authority

to go to war. This unconstitutional use of our nations military has now

been extended to include the assignment of some U.S. forces in the

Middle East to a permanent U.N.. command.

President Bush has repeatedly linked his vision of "a new world order"

with the U.N. On January 16,1991, for instance, he said in a televised

address: "When we are successful [in the Persian Gulf], and we will be,

we have a real chance at this new world order, an order in which a

credible United Nations can use its peacekeeping role to fulfill the

promise and vision of the UN founders."

THE UN IS A WORLD GOVERNMENT IN THE MAKING.

In 1952, the Saturday Review revealingly editorialized: "If UNESCO [an

adjunct of the UN] is attacked on the grounds that it is helping to

prepare the world's peoples for world government, then it is an error

to burst forth with apologetic statements and denials..... When faced

with such a 'charge' let us by all means affirm it from the housetops."

The UN General Assembly in 1978 adopted a disarmament plan that would

give the organization the military clout needed to enforce world law.

Known as the Final Document, the plan calls for an international

military force that can "effectively deter or suppress any threat or

use of arms in violation of the purposes of the United Nations."

In 1990, the influential Council on Foreign Relations published a study

that identified the U.N. charter, not the U.S. Constitution. as "law of

the land." If the internationalists succeed in making the UN all

powerful, U.S. laws will be subject to UN dictates.

AN ALL-POWERFUL UN WOULD SPELL THE LOSS OF FREEDOM.

An organization powerful enough to enforce world peace would also be

powerful enough to enforce world tyranny. No organization should be

granted that amount of power --- but especially not the UN. The UN's

undersecretary for political and Security Affairs is responsible for the

organization's "peace-keeping" functions. Since the UN's founding, 14

persons have held this post: All of them have been communists, and all

but one have been communists from the Soviet Union.

The U.S. was born on the thunderous assertion that men "are endowed by

their creator with certain unalienable rights," while the UN and all

socialist governments operate on the contrary assertion that rights come

from government. The difference is fundamental. Under the American

system, the purpose of government is to protect rights that are GOD

given; under the other system, government assumes the power too grant

"rights" that can later be withdrawn. Should our country become

completely subservient to a UN world government,, we would have scrap

our Declaration of Independence and Constitution, and look to the UN for

whatever "rights" we are allowed to possess.

The UN is not a good idea gone bad; it has been bad from the beginning.

The UN's founders included a U.S. delegation led by a communist agent

Alger Hiss, 15 other secret communist agents, and 43 members of the

World-government-promoting Council on Foreign Relations.
